Information requested

With regard to the automated vehicle counter situated on the A78 Ardrossan Road, Seamill, south side of the Seamill Hydro Hotel, please provide the following:

From the start of May to the end of October 2021 the daily and weekly vehicle counts in both directions. North and south. The am & pm peak volume for each day. The 85th percentile speed for each day for the month of May and again for August.

For information - Channel 1 is A78 Northbound heading into Seamill and channel 2 is A78 Southbound heading out of town towards the National Speed Limit.

While our aim is to provide information whenever possible, in this instance Transport Scotland does not have some of the information you have requested. Therefore we are refusing part of your request under the exception at regulation 10(4)(a) of the EIRs. This is because we are unable to provide the am and pm peak volume for each day but have provided this as a weekly figure as part of Annex B.

This exception is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception. While we recognise that there may be some public interest in information about CCTV, clearly we cannot provide information which we do not hold.
