Information requested

1. In total how many applications have been received for the Electric Vehicle Loan scheme in each financial year since 2011/12 and how many of the applications received in each financial year since 2011/12 were accepted. 2. In each financial year since 2011/12 what is the median annual income of the total number of successful applicants to the Electric Vehicle Loan scheme at the time of their application. 3. In each financial year since 2011/12 what is the lowest annual income of a successful applicant to the Electric Vehicle Loan scheme at the time of their application. 4. In each financial year since 2011/12 how many successful applicants to the Electrical Vehicle Loan scheme had annual incomes of £25,000 or lower at the time of their application.

Response

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The reason we don't have this information is detailed below. It may be beneficial to provide some background information around the Low Carbon Transport Loan (LCTL), the Scottish Government provide funding to Energy Saving Trust (EST) to administer the scheme on behalf of Scottish Ministers. The LCTL provides an interest free loan of up to £28,000 with a repayment term of up to 6 years to support the people and businesses of Scotland to purchase an ultra-low emission vehicle, in September 2020 this scheme was extended to support the purchase of used EV’s with an interest free loan of up to £20,000 with a repayment term of up to 5 years. 1. Below is a table with the breakdown for the total number of applications that have been received for the LCTL each year since 2011 and how many of these applications were accepted each year.

2. As part of the LCTL application EST do not ask for details of an individuals or households annual income. Since 2016 EST have required customers to complete a monthly affordability check which requires the individual to provide details of monthly income, monthly outgoings and monthly surplus but they are free to decide if this is based on their own income or combined with their partner. 3.
