Could you provide me with details of the contract between the Scottish Government and RR Star Limited, including what was provided by RR Star Limited and also what procurement procedures and checks RR Star Limited had to go through in order to secure a contract with the Scottish Government?

Attached is a copy of some of the information requested. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 33(1)(b) - Substantial prejudice to commercial interests of FOISA applies to that information. The reasons why that exemption applies are explained in the Annex. Annex RR Star Limited are a property management company and landlord to Scottish Government at Quadrant House, Dundee where we have held a lease since 2006. In 2018, Tosca South East Limited purchased the investment interest in the building, becoming our new landlord. The company did not have to go through any checks or procedures as we already occupied the building but I can confirm that no changes were made to the original lease. Unfortunately as our lease contains commercially sensitive information I am unable to share this with you. In 2019 we were notified that Tosca South East Limited had changed name to what they are now known as, RR Star Limited. The four quarterly payments you reference of £87,682.50 are our quarterly rental payments for the building. Attached for information, is a copy of the record of Tosca South East taking over the property and also a copy of the document recording their change of name to RR Star Limited.
