The answer to your question is the consultation on the Review of the Children (Scotland) Act 1995 was drafted by a B3 (broadly equivalent to a Senior Executive Officer) within the Family Law Unit. Their job title was Policy Officer. The consultation was reviewed by the Head of the Family Law Unit who was a C1 (broadly equivalent to a Grade 7).
