You asked for:

The amount the Scottish Government spent on the Government Car Service in each year from 2010/11 to 2020/21 (to the date of this request). Number of cars in the Scottish Government, Government Car Service in each year from 2010/11 to 2020/21 (to the date of this request). The number of FTE staff working in the Scottish Government, Government Car Service in each year from 2010/11 to 2020/21 (to the date of this request). The amount spent by the Scottish Government on ministerial taxi journeys in each year from 2010/11 to 2020/21 (to the date of this request). The amount spent by the Scottish Government on expenses for ministers for travel in their own cars while on Scottish Government business in each year from 2010/11 to 2020/21 (to the date of this request).

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because of exemptions under sections s17(1) (information not held), s25(1) (information otherwise accessible) and s27(1) (information intended for future publication). The reason why these exemptions apply are explained in the Annex to this letter.

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you.

While our aim is to provide information whenever possible, in this instance we are unable to provide some the information you have requested because an exemption under section 27(1) (information intended for future publication) of FOISA applies to that information.

An exemption under section 27(1) of FOISA applies to some the information you have requested. The exemption allows public authorities to refuse to disclose information if they already plan to publish it within the next 12 weeks. Ministerial taxi and car travel expenses are routinely published, and therefore, in line with our regular proactive publications, September and Octobers data will be published within the next 12 weeks.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. We recognise that there is some public interest in release because there is public interest in the taxi and other travel expenditure incurred by Scottish Government Ministers. However, there is a greater public interest in the proper use of public resources. Since providing this information would create a duplication in work, we have determined this would not be a responsible use of public resources and therefore not in the public interest.
