“a list of all the dates between 1 January 2019 and 17 May 2020 on which St Andrew’s House has had (1) a special flag flown or (2) been specially lit up to mark an event, and what the event or cause being marked was in each case?”

I enclose a copy of all of the information you requested. The attached Scottish Government Flag flying Guidance 2019 and 2020 covers the period of your question and the guidance was followed as set-out. During the period referred to in your request, only flags shown in the Scottish Government Flag Flying Guidance were flown. Please also find lists of the dates when St Andrew’s House had been specially lit up during the aforementioned time period.
