Response

It might be helpful to note that we have already provided some of the requested information on 1 une 2019 (case ref 201901303).

Please find the following link to our previous response: https://www.gov.scot/publications/foi-19-01303/.

While our aim is to provide information whenever possible, in this instance Transport Scotland does not have some of the information you have requested. We do not hold this information as not all of the sections of the A9 Dualling scheme are in construction or have been put out for tender. Under the terms of the exception at regulation 10(4)(a) of the EIRs (information not held), Transport Scotland is not required to provide information which it does not have. This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. While we recognise there may be some public interest in who will be involved in construction on the A9 Dualling project, clearly we cannot provide information which we do not hold.

However, I can confirm the following additions/amendments to the list provided on 11 June 2019: Specialist advice for the A9 Dualling Programme is being provided by:

PricewaterhouseCoopers LLP, Turner and Townsend Cost Management Ltd ,CMS

Please see updated information on subcontractors for the A9 Dualling: Luncarty to Pass of Birnam in Annex A. I can confirm that previously listed Milne Management Limited no longer provide site office security works.
