You asked for "all and any modelling, analysis and calculations used to assess the viability including Carer's Allowance as a qualifying benefit for the Job Start Payment; this should include any granular detail of the estimated caseload and estimated costs of the policy".

Response

As you have requested any modelling or calculations along with the analysis, we have interpreted the word ‘analysis’ as a quantitative analysis, such as estimated costs, caseload and quantifiable impacts. All of the information you have requested has been enclosed with this letter. Attachments 1 and 2 include DWP statistics on the number of people claiming Carer's Allowance by different age group. These figures should not be viewed as caseload estimates for carers as they are not adjusted for the chances of finding a job. Attachments 3, 4 and 5 include initial estimates of the number of carers who could have been eligible for the Job Start Payment, and associated calculations. These estimates should be interpreted with caution, as some of the key parameters and assumptions of the Job Start Payment have changed since the estimates have been produced.
