The answer to your question is 'There was no pre-qualification for this tender requirement. Tender requirement was an under £50k Route 1 Quick Quote, where 3 suppliers were asked to submit a bid.'

An exemption(s) under section(s) s.38(1)(b) (personal information) of FOISA applies to some of the information you have requested. The exemption applies because some of the information is personal data of individual members of staff (names, email addresses and contact details).

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
