Response

As you may be aware, under section 12 of FOISA public authorities are not required to comply with a request for information if the authority estimates that the cost of complying would exceed the upper cost limit that is currently set at £600. While our aim is to provide information whenever possible, in this instance the costs of locating, retrieving and providing the information for the range of raw data sets held for the period from 2007 to 2017 would be excessive. The scope of your request has therefore been reduced to cover the period July 2017 to July 2019, which can be provided without exceeding the £600 upper cost limit. The attached table (Annex A) provides the number of late application fees that were applied and their value, broken down by local authority. The information provided covers the two-year period July 2017 to July 2019 and has been extracted from reports available from the new IT platform that was launched in 2017. Please note that the figures provided do not take account of any charges that were subsequently approved for refund by the relevant local authority. We do not have an accurate data set of this information for the period requested.
