You asked for:

a copy of the role remit or job description for the social security programme delivery manager and how long this role has been established for;

details of who the social security programme delivery manager reports to and who approves the invoices for payment in respect of the role;

details of the civil service grade equivalent for this role; and

details of when the post was or is expected to be advertised for either permanent or fixed term appointment.

Response

The answer to your requests are:

 The role of programme delivery manager has evolved, the most recent changes being made after a wider restructuring of the Programme in November 2018.

 The most recent job description for that evolved role is attached.

 This updated role reports to the Programme Director who also endorses timesheets.

 This updated role is graded at a Scottish Government C3 grade.

 There are currently no plans to fill this vacancy on a permanent basis, options to fill on an FTA basis are part of ongoing discussions.

ANNEX REASONS FOR NOT PROVIDING INFORMATION

Section 38(1)(b) – applicant has asked for personal data of a third party An exemption under section 38(1)(b) of FOISA (personal information) applies to a small amount of the information requested because it is personal data of a third party, ie names or information that could identify an individual below Senior Civil Service or information and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
