Information requested

1. A copy of the business diary of Elizabeth Lloyd, the First Minister’s Chief of Staff, for November 2017.

2. A copy of the expense claims for October and November 2018 of Elizabeth Lloyd, the First Minister’s Chief of Staff, including travel expenses.

3. An itemised list of all meetings arranged in the First Minister’s Office in St Andrew’s House for the month of November 2018, together with a full list of who was in attendance at each meeting.

4. An itemised list of all overseas visits dating from the Scottish Election of 2016 onwards which were funded by the Scottish Government or the Scottish Parliament and which were attended by the First Minister’s Chief of Staff Elizabeth Lloyd together with a full list of all who attended on the delegations and a list of all who received and met them.

5. A copy of the itemised bills for the Government provided phones and phone lines for the First Minister’s Chief of Staff Elizabeth Lloyd each month from October 2017 to date.

6. A list of all meetings between Elizabeth Lloyd the First Minister’s Chief of Staff and Mr Angus Roberston in calendar year 2018 together the location, date and purpose of such meetings.

7. A list of all meetings between Elizabeth Lloyd the First Minister’s Chief of Staff and Mr Andrew Wilson in calendar year 2018 together the location, date and purpose of such meetings.

Response

An exemption under section 38(1)(b) of FOISA (personal information) applies to some parts of the information requested because it is personal data of a third party, for example names of individuals or other personal data, and that information has been redacted or not disclosed. Disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption. I am providing the information you have requested that is not covered by this exemption on question by question basis below.

1. A copy of the business diary of Elizabeth Lloyd, the First Minister’s Chief of Staff, for November 2017. Information is not retained in calendars for longer than is needed. The information held in the calendar ‘business diary’ for Elizabeth Lloyd for November 2017 is shown in Annex A.

2. A copy of the expense claims for October and November 2018 of Elizabeth Lloyd, the First Minister’s Chief of Staff, including travel expenses. During October 2018 and November 2018 the following expenses were claimed by Elizabeth Lloyd.
