Information requested

Has the Scottish Government conducted any studies on how the procurement of biomethane certificates (RGGOs) has increased biomethane production?

If so, is this something that can be shared?

Response

1. The answer to your question is that the Scottish Government has not conducted any studies into the procurement of RGGO’s and its effects on biomethane production.

The following information may be useful about future Scottish Government stakeholder engagement surrounding Bioenergy:

2. The Scottish Government has committed in the Scottish Energy Strategy to engage with stakeholders to develop a bioenergy action plan. Our activity in this area will be guided by the following principles:

Policies to support bioenergy are consistent with the ambitions laid out in the Energy Strategy, and with Scotland’s Climate Change Plan and land use strategy.

Bioenergy schemes deliver greenhouse gas emission reductions that help meet Scotland’s climate change targets.

Bioenergy schemes represent good value for money, deliver benefits for communities, and help tackle fuel poverty.

Biomass is produced and managed in a sustainable way, and should be used in heat-only or combined heat and power schemes to exploit available heat and local supply.

Demands on land for food, energy crops and other non-food crops are managed equitably.

The Scottish Government will be undertaking further stakeholder engagement in the coming months and expect to publish a draft action plan for consultation during 2019. https://www.gov.scot/
