The answer to your question is delivered in two separate sections:
1. Scottish National Investment Bank: I enclose a copy of most of the information you requested. The determining criteria for redactions are where those stakeholders engaged do not have a public profile (for example, they are not Board Members or Chief Executive-level).
2. Scottish Energy Company: I enclose a copy of most of the information you requested. With regard to the information you requested, under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. The Consultation on the Scottish National Investment Bank concluded on 20/11/2017, the responses were published on 18 December 2017 as part of the standard consultation process and can be viewed online.
The analysis report will also be published on https://consult.gov.scot in due course. In addition to the consultation, a detailed engagement process has been conducted with a wide variety of stakeholders, to seek views on the proposal to establish a Scottish National Investment Bank. Assignment of staff
Policy officials in the Economic Policy Unit are leading this project, supported by colleagues from across the Scottish Government as required. Civil servants may be required to work in more than one policy area at any given time.
Wider Resources
The Scottish Government staff resources are augmented through dedicated support from bodies such as Scottish Enterprise and Scottish Futures Trust.
External services have been contracted in order to provide professional advice to the Scottish Government in this work. Advisory services were obtained through the existing Scottish Government Framework the total budget for this contract is around £350,000. In addition to this, a research project has been commissioned from the Institute for Innovation and Public Purpose, the value of this contract is £45,000.

Legal services were obtained through the existing SG Framework, the value of this contract is up to £50,000.
Assignment of staff:
Policy officials in the Consumers and Low Carbon Division are leading this project, supported by the Better Homes Division and will draw on expertise from colleagues from across the Scottish Government as required. Civil servants may be required to work in more than one policy area at any given time.
Stakeholder engagement:
The Draft Scottish Energy Strategy: The Future of Energy in Scotland consultation asked for views on the idea of a Government-owned energy company to support the development of local energy. 252 responses were received from both organisations and individuals. The analysis of the responses provides more details on the respondents and was published on 14 November 2017. The analysis report can be found here: http://www.gov.scot/Resource/0052/00527583.pdf
In addition to the consultation, a workshop was held on 27 March 2017 to seek views from stakeholders on the proposal to establish a Government-owned energy company.
