Response

In response to your request, I enclose a copy of an extract of the paper dated 7 July which was presented at the meeting referenced in your request.

Redactions to this paper have been made in line with FOISA disclosure exemptions:

Section 35(1)(b) – disclosure would, or would be likely to, prejudice substantially the apprehension or prosecution of offenders. Section 30(b)(i) and (ii) – disclosure would, or would be likely to, inhibit substantially the free and frank provision of advice and the free and frank exchange of views.

We are aware Section 35 does not offer an absolute exemption and a public interest test has been applied to these considerations.
