You asked for:

Name and/or job title of any Scottish Government staff or ministers to have been involved in drafting, reviewing, commenting on, clearing or otherwise forming the joint statement from ICEA members of 21/9/17 School Reform Progress Confirmation of the role played by anyone involved in answer to part 1 of this request. Copies of any earlier drafts of the joint statement from the ICEA members. Copies of any other records or material related to the joint statement from ICEA members (such as, but not limited to, communications discussing the content of the joint statement).

Response

The job title of the member of Scottish Government staff who was involved in the drafting of the joint statement from the members of the International Council of Education Advisers (ICEA) is Communications Manager. An exemption under section 38(1)(b) of FOISA (personal information) applies to your request for the name of the Communications Manager because it is personal data of a third party, ie name, address, date of birth, qualifications, CV, etc and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

The role played by the Communications Manager was to work with the ICEA members to produce the press release, which included the joint statement from the ICEA.

There are no earlier drafts of the joint statement. It was prepared by the ICEA, working with the Communications Manager, immediately after the close of the third meeting of the Council.

For the same reason, there are no other records or material related to the joint statement from ICEA members (such as, but not limited to, communications discussing the content of the joint statement).

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
