How many extradition requests were made by Turkey between 2013 to 2016 and how many were carried out.

The answer to your question is that the Scottish Government has dealt with one request from Turkey between 1 January 2013 and 31 December 2016. The Scottish Government does not have information about all requests from Turkey to the UK and would not have any information even about requests relating to Scotland, where the Scottish Ministers' certification was not, for any reason, sought.
Extradition is a reserved matter. Between the UK and Turkey it is governed by the 1957 Convention on Extradition, whose Article 12(1) states that any extradition request 'shall be in writing and shall be communicated through the diplomatic channel'.
