Education leadership and digital/procurement contact information: FOI release
Information requested
The names, job titles, and professional contact email addresses for senior individuals involved in the leadership, delivery, or procurement of education services and supporting digital systems within your authority.

I enclose a copy of some of the information you requested in Annex A.
While our aim is to provide information whenever possible, in this instance. we are unable to provide some of the information you have requested because an exemption(s) under section s.38(1)(b) (personal information) of FOISA applies to that information because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.
This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
In addition, the Scottish Government does not have some of the information you have asked for because the Scottish Government would not hold personnel details for external organisations such as SEEMiS. However, you may wish to contact SEEMiS at letters@seemis.gov.scot who may be able to help you. In addition, the Scottish Government does not have organograms available for some of the areas you have asked for in your request.

It may be helpful to note that local authorities are responsible for delivering education and have the autonomy to shape provision in ways that best meet the needs of learners within their communities. Decisions about procuring or deploying specific technologies fall within this local remit and reflect ambitions set out in local education or digital strategies.
At a national level, Education Scotland, an agency of the Scottish Government, has a key role in supporting services delivered through the national digital learning platform, Glow. In this context, Education Scotland is responsible for the procurement, delivery, and ongoing support of Glow as a national platform and its associated education services.
