Information requested

Please provide a list of all companies that have been appointed, engaged, or contracted in connection with the design, construction, civil engineering, infrastructure, and associated works across the A9 Dualling Programme. This should include all past, current, and planned works where information is held.

The request relates to the overall A9 Dualling master programme and all associated sections including, but not limited to:

A9 Dualling Perth to Inverness Masterlead A9 Dualling Kincraig to Dalraddy A9 Dualling Luncarty to Pass of Birnam A9 Dualling Birnam to Tay Crossing A9 Dualling Tay Crossing to Ballinluig A9 Dualling Pitlochry to Killiecrankie A9 Dualling Killiecrankie to Glen Garry A9 Dualling Glen Garry to Dalwhinnie A9 Dualling Dalwhinnie to Crubenmore A9 Dualling Crubenmore to Kincraig A9 Dualling Dalraddy to Slochd A9 Dualling Tomatin to Moy

For clarity, I am seeking information covering appointments across all phases including projects currently on site, completed schemes, schemes where contractors have been appointed, and future or planned works delivered as part of the programme.

Please include details of companies appointed in the following categories where applicable:

Main contractors and principal contractors Civil engineering and highways contractors Design and engineering consultants Project management and cost consultancy services Environmental, planning, and sustainability consultants Structures, bridges, and geotechnical specialists Traffic management and safety contractors Suppliers and subcontractors providing goods, materials, or specialist services Any joint ventures, consortium partners, or framework based appointments

Where possible, please provide the company name and a brief description of the scope of works or services provided or intended to be provided. If future appointments are subject to procurement but preferred bidders, delivery partners, or framework participants have been identified, please include this information where held.

If the information is held across multiple internal teams, programmes, or Transport Scotland delivery partners, I would be grateful if it could be provided in a consolidated response, or alternatively broken down by scheme or project reference.

If any part of this request is exempt under the Act, please provide the remaining information that can be disclosed and identify the relevant exemption relied upon.

Under regulation 6(1)(b) of the EIRs, we do not have to give you information which is already publicly available and easily accessible to you in another form or format.

It should also be noted that not all of the contractors, subcontractors and consultants listed will have active contracts with Transport Scotland or its contractors/ technical advisors.

Whilst our aim is to provide information whenever possible, in this instance Transport Scotland does not have some of the information you have requested. We do not hold this information as not all of the sections of the A9 Dualling scheme are in construction or have been put out for tender. Under the terms of the exception at regulation 10(4)(a) of the EIRs (information not held), Transport Scotland is not required to provide information which it does not have.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. While we recognise there may be some public interest in who will be involved in construction on the A9 Dualling project, clearly we cannot provide information which we do not hold.
