Information requested

1. “Review and Options Analysis of the Edinburgh South Suburban Railway” (Atkins Consultants, March 2004)

2. “Review of the Reintroduction of Passenger Train Services on the Edinburgh South Suburban Railway” (Halcrow Group Ltd, March 2008)

For both studies, I am specifically requesting:

The full final report (not just executive summaries) All appendices and supporting material (including STAG appraisal documentation, modelling outputs, assumptions, and option assessments)

These reports were commissioned by the City of Edinburgh Council, with involvement from Transport Scotland and SEStran, and informed subsequent committee reports in 2004, 2008, and 2009.

Response

Please find the Annex attached to this letter, which contains reports which we hold falling within the scope of your request.

Whilst we have no record of the formal STAG report being produced, the City of Edinburgh Council based its Edinburgh South Suburban Railway report on STAG appraisal principles.

While we aim to provide information whenever possible, in this instance, the Scottish Government does not hold a STAG report, you have requested.

Regulation 10(4)(a) of the Environmental Information allows public authorities to refuse to make environmental information available, if they don’t hold the information when the request is received.

As such, I hereby provide you with formal notice under Regulation 10(4)(a) of the Environmental Information (Scotland) Regulations 2004, that the Scottish Government does not have the information you have requested.
