Scottish Government documentation regarding the procurement of Oracle: FOI release
Information requested
I am making a freedom of information request regarding the recent procurement of Oracle for use within the organisation.
This request is for:
Q1: Any documentation regarding discussions of the documented political beliefs and funding of the owners of Oracle, and how those impacted considerations as to the suitability of Oracle.
Q2: Any documentation regarding other organisations which had procured Oracle services, such as (but not limited to) Birmingham City Council, and how those impacted considerations as to the suitability of Oracle.
Response
Q1: We did not check political beliefs and funding of the owners of Oracle as part of our procurement process in 2022. This was because we used a compliant route to market which was under PCR 2015 regulations and called off from a Crown Commercial Service framework agreement, Back Office Software Ref RM6194 which has since been replaced with the following framework Back Office Software 2 (Back Office Software).
Therefore, CCS undertook all of the necessary due diligence checks as part of their procurement process prior to awarding Oracle a place on the framework. For further information regarding that process you can contact Crown Commercial Services directly at:

Q2: We do not hold documentation regarding other organisations’ adoption of Oracle — such as (but not limited to) Birmingham City Council — that informed assessments of the product’s suitability during our own procurement process.
