A list of suppliers, contractors and professional service providers involved in the delivery of the A9 Dualling Programme.
For each company, please include where possible:

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations.

Under regulation 6(1)(b) of the EIRs, we do not have to give you information which is already publicly available and easily accessible to you in another form or format.
Please note that the supplier TMP Worldwide t/a PeopleScout Ltd referenced as part of a previous release has now been replaced in its role by Penna PLC.
It should also be noted that not all of the contractors, subcontractors and consultants listed will have active contracts with Transport Scotland or its contractors/ technical advisors.
Whilst our aim is to provide information whenever possible, in this instance Transport Scotland does not have some of the information you have requested. We do not hold this information as not all of the sections of the A9 Dualling scheme are in construction or have been put out for tender. Under the terms of the exception at regulation 10(4)(a) of the EIRs (information not held), Transport Scotland is not required to provide information which it does not have.
This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. While we recognise there may be some public interest in who will be involved in construction on the A9 Dualling project, clearly we cannot provide information which we do not hold.
With regard to your request for the procurement route used for suppliers, contractors, and professional service providers involved in the delivery of the A9 Dualling Programme, I can confirm that where Transport Scotland has awarded a contract, a contract notice is published on the Public Contracts Scotland procurement portal. This portal can be accessed at the following link: https://www.publiccontractsscotland.gov.uk/.
For suppliers, contractors, and professional service providers employed by our contractors or technical advisors, there is no requirement in the contract to hold information in relation to suppliers procurement route. Therefore, whilst our aim is to provide information whenever possible, in this instance Transport Scotland does not have the information you have requested. Please refer to exception at regulation 10(4)(a) of the EIRs (information not held) text above. While we recognise there may be some public interest in procurement route for suppliers, contractors, and professional service providers employed by our contractors or technical advisors clearly we cannot provide information which we do not hold.
