Information requested

You asked can the Scottish Government release any correspondence it has received from the US Government, UK Government or Chinese Government relating to Minyang's plans to build a wind turbine factory in Scotland since the start of 2025. This should include emails, letters, memos, minutes of meetings, and any other correspondence relating to the potential build of this factory.

Please can the Scottish Government also provide any risk assessment (or similar documents) it, or its agencies, have carried out on the potential for a Mingyang factory in Scotland.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under Section.38(1)(b) (personal information), Section.30(b)(i) (Free and frank provision of advice), Section.30(b)(ii) (Free and frank exchange of views) and Section.33(1)(b) (Commercial interests) applies to some of the information you have requested. We do not hold the requested information relating to the US or Chinese Government.

The reasons why exemptions apply are explained in the Annex to this letter.

In addition and specifically relating to any risk assessment, the UK Government is responsible for national security, the regulation of international trade, elements of critical national infrastructure including energy, and the application of the National Security and Investment Act.
