Information requested

Original Response: 202500457510

1. As of 16.03.25, how many former police officers have been issued with their Remedy Statements?

2. The SPPA has publicly stated that the majority of those former officers will receive their Remedy Statements by 31.03.25, what information is available regarding the planned schedule of these being issued?

3. Further to Request 2 above, what is the planned schedule for those Statements you have said will be issued between 1 April and 31 May 25?

4. As repeated FOI requests have been submitted to SPPA requesting similar information, to Request 1 above, what information do you have as to why such information is not regularly published proactively?

Response

Further to my letter of 6 May 2025, I have now completed my review of our response to your request under the Freedom of Information (Scotland) Act 2002 (FOISA) for information regarding the planned schedule for the issue of Remedy Statements between 1 April and 31 May 2025, as referenced in public commitments, and the associated delivery plan and system capability mentioned in FOI response FOI/202500454775.

On review, I consider that the original response did not fully address the scope of your request. In particular, further information relating to the planned schedule and delivery capability referenced in FOI/202500454775 could have been provided.

The original FOI request (Ref: FOI/202500464438) was received on 16 March 2025, and we issued a response on 31 March 2025 which did not include details of a delivery plan. However, in a separate FOI response (Ref: FOI/202500454775), published on 27 March 2025, we did reference the existence of such a plan. Subsequently, on 15 April 2025, we published details of the delivery plan on our website. Having reviewed the timeline and the content of our response, I have concluded that the original decision did not go far enough in addressing your request. While the delivery plan may not have been fully finalised at the time of our response, it is clear that a version of the plan did exist and could reasonably have been shared in some form. As such, I believe more information could have been provided at that time.

I apologise for this oversight and for any inconvenience caused. We are reviewing our internal processes to ensure that where information is referenced in responses or is known to be in development, we take a more proactive approach to disclosure, particularly where it is in the publicinterest and aligns with the principles of transparency under FOISA.

Details of our delivery plan are now set out in the table below. These align with the anticipated delivery dates published on the SPPA website in February and shared with The Pensions Regulator.

Full details of the circular published on 15 April 2025, including more information around the decision making surrounding the timetable can be found here; 2025-04_Police_Circular_McCloud_Remedy_administration_–_Remediable_Service_Statements.pdf

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the website, please contact me again and I will send you a paper copy.

I would also like to clarify that the Remedy work is extremely complex. As such, we publicly publish information as and when it becomes available and sufficiently robust to share. We do not actively withhold information; rather, we aim to ensure that what we publish is accurate and clear.
