Information requested

I have been contacted by a constituent regarding Scotland’s Official Development Assistance spend. I note from a SPICe briefing (attached) that between 2021 and 2023, a total of £4.85m was spent in countries ‘unspecified’. My constituent has asked for more information as to which countries are included in the ‘unspecified’ bracket.

Response

The “Developing countries, unspecified” has been used where the project/programme is eligible to be counted as Official Development Assistance (ODA) but cannot be attributed to a specific country/countries.

This is usually as a result of examples such as:

Core-funding to organisations in Scotland - e.g. Scotland’s International Development Alliance that benefit a number of countries. Funding for the Humanitarian Emergency Panel Secretariat, which supports the Scottish Government’s responses to varied humanitarian disasters across the global south. In 2023 for instance, the Humanitarian Emergency Fund supported responses to crises in South Sudan, Kenya, Pakistan, Malawi, Zambia and Ethiopia. Projects which create and gather research and evidence across several global south countries. Partner country funding. This funding has been allocated to the Scottish Government’s three African partner countries: Malawi, Zambia and Rwanda. Multi-country programme funding. Some initiatives support project work that benefits vulnerable communities in several global south countries.
