Information requested

Figures from the last fiscal year as to the total amount of finance provided to landowners/tenants for Basic Payment Scheme (BPS) in the Perthshire North constituency. Furthermore, if possible, could you also provide projected figures for the forthcoming fiscal period?

Response

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Response to your request

Please find below table showing total payments made to businesses in the Perthshire North constituency for the 2023 scheme year with an invoice date between 1 April 2023 and 31 March 2024, broken down into scheme:

Basic Payment Scheme (BPS) Greening Young Farmer Payment (YFP) Scheme Year 2023 Total £10,778,487.28 £5,364,637.54 £20,611.17 £16,163,735.99

Assessing claims for the current scheme year (2024) is on-going, we have a regulatory requirement to process 95% of claims before 30 June 2025, so we are unable to provide projected figures for the 2024 fiscal year at this time.
