Information requested

Information on the tender that was procured through CivTech 9.1, as follows:

1) Please could you provide the details of the companies that tendered?

1a) Section V 2.2. This states that "Number of tenders received from tenderers from EU Member States" was 17. is this statement correct given that the United Kingdom has left the EU and is no longer a Member State?

2) Please could you provide Section 1. "Your idea, how it responds to the Challenge" for each of the participants as per the initial Civtech 9.1 proposal that each participant submitted?

3) Please can you provide the total score "CivTech Challenge application scorecard" for each of the applications?

4) Please can you detail who was shortlisted for interview, Exploration, Accelerator and then Pre Commercial Stage?

5) Please can you detail why AAC Clyde Space was awarded this contract and why it was considered that satellite imagery is of sufficient quality and resolution compared to your current helicopter surveys, or those collected from manned and unmanned aircraft?

5a) Is it anticipated that other organisations will be awarded a contract?

Response

The Freedom of Information (Scotland) Act 2002 (FOISA) gives you the right to ask for recorded information held by the Scottish Government. Whilst our aim is to provide information whenever possible, in this instance we are unable to provide much of the information you have requested because exemptions under section 33(1)(b) of FOISA apply. This exemption states that information is exempt under section 33(1)(b) if its disclosure would, or would likely to, prejudice substantially the commercial interests of any person. ‘Person’ includes a public authority, company or partnership.

Details for each question are noted below.

Please could you provide the details of the companies that tendered. Please could you provide Section 1. "Your idea, how it responds to the Challenge" for each of the participants as per the initial Civtech 9.1 proposal that each participant submitted. Please can you detail who was shortlisted for interview, Exploration, Accelerator and then Pre Commercial Stage. Please can you detail why AAC Clyde Space was awarded this contract and why it was considered that satellite imagery is of sufficient quality and resolution compared to your current helicopter surveys, or those collected from manned and unmanned aircraft.

Under section 33(1)(b) we do not have to give you information that is commercially sensitive. Details of applicants, applications and proposals will therefore not be disclosed. CivTech Challenges are a “Pre- Commercial Procurement (PCP) route” for research and development (R&D) services. The process supports the development of a new product or substantially “improved” product through a series of stages and proposed Challenge solutions are the Intellectual Property of the applicants.

The evaluation of responses is based on a scorecard which is published on our website and available to all applicants. Each section of the scorecard sets out the different aspects of the evaluation including how well the solution solves the Challenge, how innovative the proposal is, the commercial potential of the solution, as well as the team make-up, its approach to a number of areas including the environment, and its fit with CivTech culture. Whilst we cannot confirm the details of the successful proposal, we can confirm it scored highest against the criteria set out above.

1a) Section V 2.2. This states that "Number of tenders received from tenderers from EU Member States" was 17. is this statement correct given that the United Kingdom has left the EU and is no longer a Member State?

This detail is incorrect. It should have stated ‘’ Number of tenders received from tenderers from EU Member States’’ was 0 (zero) and that ‘’Number of tenders received from tenderers from non EU Member States’’ was 17. This was an administration error at the time of awarding the Contract Notice on Public Contracts Scotland.

5a) Is it anticipated that other organisations will be awarded a contract.

AAC Clyde Space have recently been awarded a pre-commercial contract to deliver a solution to Challenge 9.1 as part of the CivTech procurement process. There are no plans to award a contract to another organisation for Challenge 9.1.
