"Please can I be provided with presentations, meeting minutes, specification prepared by the National Improvement Framework - Specification Design Group, regarding a new assessment tool. I believe they met on the 12-Aug-2015, 9-Sep-2015 and 15-Sep-2015 with a specification being produced shortly afterwards. If possible, can names be given of who were in this group."

Requesting information relating to the National Improvement Framework - Specification Design Group, regarding an at-the-time new assessment tool, with the work taking place in 2015.
We have extensively searched the Scottish Government’s records on this group and are able to provide some of the information requested. However, we were not able to locate presentations or specifications developed by the group, nor meeting minutes for the three meeting dates you mention. What information we have found is contained within the attached document. Please note that we have applied an exemption in terms of personal data to some of the information within the document. It is otherwise unredacted.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section.38(1)(b) (personal information) of FOISA applies to that information. This exemption applies to the fair processing of personal data of third parties, and applies in respect of personal email addresses and names of junior officials at the Scottish Government. This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
