I refer to the tweet above and the publication that this refers to. I can find no evidence that such a publication exists therefore I would like to see any discussion or analysis of the production of this tweet and the documents it is specifically referring to."

Response

The tweet shared refers to the publication Building a New Scotland: migration to Scotland after independence which includes discussion on the impacts of migration on Scotland's demographics and how control over migration would help facilitate the Scottish Government's Population Strategy, including the aim for a more balanced population.

Specifically the aim detailed in the paper: "a more balanced population – with rural communities, and some parts of the west, experiencing population decline, while many in the east experience increased population growth, we must ensure all our communities can flourish"

Additionally, I attach a document collating three email chains relating to clearance of the tweet as requested. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information within this document because an exemption under section s.38(1)(b)(personal information) of FOISA applies to a small amount of that information because it is personal data of a third party. This redacted information includes names and contact information for individuals and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.

This exemption is not subject to the ‘public interest test’, so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
