The draft Housing and regeneration outcomes framework: indicator updates for 2021 and 2022. The finalised unpublished and published Housing and regeneration outcomes framework: indicator updates for 2021 and 2022. This should include: the Summary of updated indicators Housing and regeneration outcome indicators: commentary HAR outcome indicators master spreadsheet.
Response
The response you received on 14 September 2022, stated that exception 27 (1) applied as there were plans to publish the requested information within 12 weeks. On 7 November 2022, you received an update stating there would be a delay of 2 weeks in publication. On behalf of the Scottish Government, I apologise for the delay to you receiving this information.
The review process found that the delay was necessary due to ongoing quality assurance to ensure trustworthy statistics. The benefits of accurate data outweigh the interest in releasing a report with partially quality-assured data 2 weeks earlier than the previously announced publication date.
Secondly, with respect to your original request, the review process confirms that there was:
An intention to publish the indicator outcomes framework There was an existing intention to publish the framework within 12 weeks of the date of your request The public interest in ensuring fully quality-assured data, across the range of indicators outweighed the benefit in releasing a partial set of draft indicators 8-12 weeks ahead of the final publication of quality assured data.
Therefore, the review process shows that the reason for delaying the FOI response and the rationale for applying the exemption 27 (1) was done in good faith, and not as a delaying tactic. I am also content that the public interest lay in upholding the exemption for the reason outlined at point c) above.
