Information requested

All Scottish Government Resilience Room (SGoRR) meetings that have taken place in 2022 and so far in 2023, including attendees of the meeting, the chair of the meeting, the reason for the meeting and any minutes that were recorded of these meetings.

Note that part of the information you requested has not been included in this answer because it is already available. Section 25 of the Freedom of Information (Scotland) Act 2002 (FOISA) exempts information from disclosure where the requester can reasonably obtain the information without asking for it under FOISA. Information relating to SGoRR meetings that had taken place from January to October 2022 was provided in the answer to your FOI with reference 202200326238. That includes attendee lists, subjects of meetings, and chairs of meetings.

You have asked for information about attendees of meetings. Note that names and job titles of staff below the level of Director, Deputy Director and Special Adviser have been removed under exemption 38(1)(b) of FOISA. Please also note that the attendee list for the meeting on 15 December 2022 is regrettably not available, as an internal error meant that it was not produced.

Actions arising from meetings, including those for meetings in 2022 and covering the time period of your FOI referenced above, have been released within the appendices to this answer. In the process of considering this FOI request we have taken the view that “minutes” could reasonably be interpreted to include any notes of actions from a meeting, since they reflect key decisions made.

The release of actions is a change of approach compared to the response to your previous FOI on this subject (ref. 202200326238). The Scottish Government continually assesses its processes and procedures, including what is considered within scope of s.30(b)(i) and s.30(b)(ii) concerning advice to Ministers and free and frank exchange of views. It also includes reflecting on decisions made by the Information Commissioner about which information should be provided in response to FOI requests. As such, we have included recorded actions from the Scottish Government Resilience Meetings from January 2022 until 9 January 2023 as appendices to this reply. Note that not all SGoRR meetings will produce actions.
