Police Scotland 'DUMY' Process: FOI release
Information requested
When the Scottish Government first learned that Police Scotland and legacy police forces were using the ‘DUMY Process’ which marked calls as registered on an internal system that it had been passed to officers but instead were parked on a list which meant they were not viewed as high priority and in some cases not attended at all. How the Scottish Government was told, who told them and what officials, ministers and/or SpAds were told. Please also attach the documents, emails, or communications that informed them of this development. All correspondence related to the Scottish Government’s response to them being informed of this development (including emails, letters, meetings, instant messages and phone calls).
Response
The Scottish Government was first made aware of the “DUMY” process via a media report published on the afternoon of 29 March 2023. This was followed up with a phone call to Police Scotland’s C3 team to gain further understanding of the issue. I enclose a copy of most of the information you have requested at Annex B.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under section 38(1)(b) (personal information) and Section 30 (b) (ii) (free and frank provision of advice) of FoISA applies to that information. The reasons why these exemptions apply are explained in Annex A to this letter.
