I enclose a copy of most of the information you requested. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption(s) under section s.38(1)(b) (personal information) of FOISA applies to that information. You will find personal and identifying information has been redacted from the correspondence. Similarly, some of the emails are unavailable as they have been deleted - namely any correspondence between Scottish Government and Bill Welsh to arrange the officials meeting held in June 2014; and the email from the Scottish Government to Bill Welsh following this meeting detailing the application protocol for research funding.
