Information requested

'The amount committed by the Scottish Government to the Citizens' Basic Income Pilot Fund referenced on page 103 of the Programme for Government; for the amount of money that had been paid out through the Fund to date; for (if it does not break the cost limits) a list of payees that have received funding from the Fund and for the business case for the Fund.'

I enclose a copy of most of the information you requested.

With regard to your specific questions:

The Scottish Government has committed £250,000 to the Fund between 1 April 2018 and 31 March 2020. No payments have been made through the fund to date and as such there are no payees.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section s.38(1)(b) (personal information) of FOISA applies to that information. The reason why that exemption applies is explained below.

An exemption under section s.38(1)(b) (personal information) of FOISA applies to some of the information you have requested. This is because the names and contact details of Scottish Government officials is there own personal information and not able to be released.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
