What amount of the Capital Land and Works budget is spent on new infrastructure projects in 2017/18, 2016/17 and 2015/16.

I can confirm that 100% of the Capital Land and Works budget is afforded to new infrastructure projects, this applies to all years in your request, 2017/18, 2016/17 and 2015/16.
