Background Information – Caithness Place Demonstrator
I believe it may be helpful to provide you with background information for context on the Caithness Place Demonstrator Project and the wider programme under which it was funded.
The Scottish Government’s Programme for Government 2020-21 (“Protecting Scotland, Renewing Scotland”) included a commitment to establish the Place Based Investment Programme (PBIP) to link and align place based initiatives and establish a coherent local framework designed to implement the Place Principle. PBIP was a 5 year financial commitment (2021/22 to 2025/26) to help accelerate ambitions for place, 20-minute neighbourhoods, town centre action, community led regeneration and community wealth building. This included funding for some Place Demonstrator projects to test new ideas and approaches in selected places and situations, with the intention of informing wider place based investment.
In 2022, a Panel was convened to assess and short-list Place Demonstrator proposals, with the purpose of the selected projects being to showcase examples of place based change, highlight the benefits of place based investment, and draw out priorities to make place based working easier. Five projects were awarded capital funding, including the Caithness Place Demonstrator.
The £750,000 grant was awarded to the Caithness Place Demonstrator Project in accordance with the agreed project proposal. Funding was drawn down to be expended in line with an implementation plan, which contains a breakdown of how these funds were allocated (see Annex A).
