Information requested

The following information regarding the Partnership Support for Regeneration (PSR) fund:

1. A list of all Scottish local authorities that received funding through the PSR fund during its operation.

2. The total amount of funding allocated to each local authority, including a breakdown by financial year where possible.

3. The number of projects supported within each local authority area.

4. Any available summary reports, monitoring data, or evaluation documents outlining the uptake, distribution, or outcomes of PSR funding prior to its replacement by the Place Based Investment Programme.

You also asked that if any of this information is already publicly available, if we could direct you to the relevant publications or webpages. Also that you would prefer to receive the information in electronic format.

I enclose a copy of all of the information you requested in the format you asked for.

The answer to Questions 1 and 3 are as follows:

Questions 1 and 2 are answered in the attached spreadsheet.

On Question 3, local authorities do not receive funding directly as PSR is only open to applications from private housing suppliers, housing trusts or non-registered housing associations. However, the table below provides a breakdown by local authority area showing PSR projects which have been approved from 12 May 2015 (the start of the scheme) to end Sept 2025 (date of latest published statistics).

On Question 4, the current PSR funding rules commenced on 12 May 2015. PSR continues to remain operational, and has not been replaced by the Place Based Investment Programme which is an entirely separate programme. Details of the PSR scheme can be found here: Partnership Support for Regeneration (PSR): guidance - gov.scot. As the scheme is still operational, there are no evaluation documents published for this scheme. However, in terms of summary and monitoring data, spend and homes delivered through the PSR fund is reported in our annual Affordable Housing Supply Programme Out-turn Reports, and these can be found here: Affordable Housing Supply Programme - More homes - gov.scot. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you.
