Part A)

All projects put forward by local authorities, were considered at the assessment workshop and assessed against the criteria that were outlined in the appendix to the original letter from the Scottish Government inviting bids through Phase 3. I have enclosed a copy of the Phase 3 selection criteria in the Annex to this response.

I can advise that Dundee City Council’s Phase 3 bid was considered to have met the selection criteria at the assessment workshop. However to ensure equitable treatment for all local authorities submitting bids, projects were then assessed on the information that had been received within the originally agreed deadlines.

The current economic climate and fiscal position, as well as the need to ensure that the overall LEIP budget parameters are maintained, has meant that a number of qualifying projects have been unable to be included within LEIP Phase 3.

This was a difficult decision, and ultimately Phase 3 has been shaped around those authorities who have no prior projects within LEIP Phases 1 & 2 and to replacing the small number of projects in the very worst condition.

I enclose a copies of the information you have requested in the Annex to this response.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section s.38(1)(b) (personal information) of FOISA applies to the information you have requested.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
