Regarding your second and third points -

These were not fines; under the Clyde and Hebrides Ferry Services (CHFS) contract, performance deductions can be applied by Transport Scotland in certain circumstances when sailings are late or cancelled. These performance deductions are then offset against the grant subsidy paid for operating the ferry services. They are not used for business support schemes.
