Information requested

Each of the last 5 financial years, please send me the projected budget for the affordable housing supply programme, and the actual spend for each of those years. I am looking for the underspend figure for each of those years. For this financial year please send me the forecasted budget for the programme and the estimated underspend for 2022/23.

Response

Please see the following links to the Scottish Government website which provides the budget for the Affordable Housing Supply Programme and the actual spend for the four years 2017-18 to 2020-2021: Out-turn report for 2017-18 – page 8 Out-turn report for 2018-19 – page 9 Out-turn report for 2019-20 – page 11 Out-turn report for 2020-21 – page 16 The budget for 2021-22 is detailed below:

Affordable Housing Supply Budget 2021-22 Budget (£m) Capital Grant 675.370 Transfer of Management of Development Funding (TMDF) 92.245 Subtotal (£m) 796.615 Financial Transactions 64.000 Total (£m) 831.615

An exemption under Section 27 (1) of FOISA applies to some of the information you have requested as the Out-turn report for 2021-22 detailing actual spend is due to be published on our website within 12 weeks. This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. Our original budget for 2022-23 is published on our webpage Affordable Housing Supply Programme - More homes - gov.scot (www.gov.scot). At the Autumn Budget Revision (ABR) our capital budget reduced by a net figure of £17.761m and at the recent Emergency Budget (EBR) our capital budget reduced by £4m (3.1% of total capital budget and 2.6% of total budget). Both of these adjustments reflect the impact of global supply chain issues, which are causing delays to the pace of delivery. This has reduced our available budget this financial year to £809.634m. We are working towards maximising delivery against this revised budget. About FOI
