Information requested

You asked for 'any minutes, correspondence, briefing, notes, agendas or any other communications or documents relating to the meeting between Gordon Dewar of Edinburgh Airport and Derek Mackay on the 23 April 2019.' You also asked to see a list of attendees at the meeting.'

Response

I enclose a copy of most of the information you requested. While our aim is to provide information whenever possible, in this instance we have undertaken some redactions to the information that you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies to that information. The reasons why this exemption applies is outline in Annex A.

Reasons for not providing information - Annex The Scottish Government does not have the information you have asked for because in accordance with our standard records management practice we do not disclose the personal data, primarily in this case the names and contact details of Scottish Government officials, who are not senior civil servants. Likewise the names and contact details of staff in the private sector who are below the grade of senior managers and who have not provided consent for their data to be provided have had their data redacted.

This is a formal notice under section 38(1)(b) of FOISA that the Scottish Government does not have the information you have requested. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
