Impact assessment on rent cap: FOI release
Information requested
I am writing to request a copy of any impact assessment into the Scottish Government's decision to let the rent adjudication system expire on April 01 2025. If no impact assessment has been carried out then please clarify this.
I would also like to request any communications from Paul Mclennan (Minister for Housing) to Scottish Ministers and civil servants relating to internal or external modelling of the financial impact of the changes for tenants.
I would also like to request any communications from Paul Mclennan (Minister for Housing) and/or the relevant Scottish Government Civil Service department sent to external stakeholders affected by the Scottish Government's decision to let the rent adjudication legislation expire.

I am writing to request a copy of any impact assessment into the Scottish Government's decision to let the rent adjudication system expire on April 01 2025. If no impact assessment has been carried out then please clarify this.
There was no formal impact assessment carried out.
I would also like to request any communications from Paul Mclennan (Minister for Housing) to Scottish Ministers and civil servants relating to internal or external modelling of the financial impact of the changes for tenants.
Please see Annex 1 attached which may be in scope of the request. Exemptions under section 30(b)(i) of FOISA (free and frank exchange of advice) applies to some of the information requested. This exemption applies because disclosure would, or would be likely to, inhibit substantially the free and frank exchange of advice for the purposes of deliberation. This exemption recognises the need for Ministers and officials to have a private space to discuss matters pertaining to the development of Scottish Government policy.
